Eclesiástico patriota santandereano (Villa del Socorro, octubre 3 de 1758 Bogotá, septiembre 25 de 1835). Es uno de los representantes más significativos del clero patriota en la Independencia del Nuevo Reino de Granada. Hizo sus primeras letras en la villa del Socorro y sus estudios secundarios y universitarios en el Colegio Mayor de Nuestra Señora del Rosario en Santafé de Bogotá. Esta institución le otorgó el título de abogado y desempeñó las cátedras de filosofía y teología. Mientras adelantó los estudios eclesiásticos, regentó las cátedras y litigó ante la Real Audiencia. Cuando culminó sus estudios eclesiásticos, fue ordenado en Tunja por el arzobispo Antonio Caballero y Góngora, el 16 de marzo de 1782. Fue nombrado capellán mayor de la ermita de Nuestra Señora de Monserrate; a la vez que ejercía su ministerio sacerdotal, no descuidaba el ejercicio constante de su profesión de abogado. Abogado de la Real Audiencia. De 1787 a 1789 fue vicerrector interino del Colegio Mayor del Rosario, donde era catedrático de filosofía. En el año 1789 fue nombrado cura párroco de Simacota. En 1799 obtuvo la canonjía magistral en la capital del Virreinato. El 18 de diciembre de 1802 fue elegido rector del Colegio Mayor de Nuestra Señora dei Rosario; fue su vicerrector el padre Pedro Salgar, quien más tarde lo delató por sus andanzas revolucionarias. Tuvo estrechas relaciones con el Libertador Simón Bolívar, a quien frecuentaba con sus visitas en el palacio presidencial. Murió el 25 de septiembre de 1835 en Bogotá, a la edad de 67 años.
